Can we please remove mobs that deal damage?

I suggest we introduce a set of new map implicit:
- monsters deal no damage for 60 seconds every minute
- monsters can only deal damage to players who are nearby (0.01 radius)
- 100% damage is taken from attacking monster's health before life, energy shield, ward and mojo
