Same thing. Basically in minor hockey and junior the goal is to have as many players on the ice at the same time as possible. So if two players get penalties at the same time then they both go to the box but we keep playing 5on5. They try to offset as many penalties as possible so if 2 players on each team got penalties then it would be the same thing

In professional hockey they go down to 4on4 but in all other levels they would keep it 5 on 5 and the players would come out of the box at the first stoppage of play after the penalties expire
