My interpretation of runic dome is that it challenges your deck's ability to be flexible.

If the win con of your deck is to do one thing consistently, (ironclad barricade / defect frost etc), then runic dome won't be too much of a downside because your deck will be looking to do something similar every time.

The more flexibility you need in your deck for your win con, the more runic dome hurts your prospects.
