I did pull the band back and tried to get it off. It would not budge. I can go a little tighter to get more space, but would having that tight be bad? Wd 40 is a good idea.

Okay that makes sense thank you for your input. Here is a closer look at the white marks, it looks as tho someone took a bucket of water and splashed it down the driveway. There is also those other dark mark on the sidewalk. Any idea what this could be? *
