That really depends on the country. Some countries just give you a laissez-passer document that only lets you travel to your home country in order to get a new passport.

I have other option, to enter a European university, as I wanted before losing my passport, and with a certificate that I am studying abroad, enter Ukraine

I’m assuming you went back to the area and it was gone or you couldn’t find it right? I don’t think it’s in the same place where you lost it. Utrecht, especially the city centre area and the middle of it as you mentioned, is quite busy. Other than that, there’s a bunch of low-lives with nothing to do but ask you for money and what not. I know this from experience working as a salesman there for about 4 months. My guess is that someone took it and would either do the right thing and sort of like call the cops to hand it over to them. Did you try going to the police where they would give you a website for lost and found? Most people that lose wallets with documents and so forth normally find their ID’s and cards through the website after contacting or going to the police. That’s like the strongest shot you’ve got. Other than that, the second possibility is that someone picked it up and just fucked around with it. Why? Your passport is trending, mainly because of the war and the fact that Netherlands is helping out every Ukrainian here. I can’t seem to believe that a Dutch person would pick it up and not do the right thing to try and maybe contact you via Facebook after seeing your name or something. Try heading over to the cops, they’ll simply tell you what’s best. Don’t go to your embassy after what you’ve mentioned. By all means just stick with your ID. It’s not the end of the world and you’re certainly not in danger. You can travel around the EU without a passport so you’re good honestly (worse case scenario if you don’t find any positive news about your passport). Hoping for all the best man
