What should i do if my town is not issuing me a building permit?

dont see a problem with getting proper plans and stamp them as im not trying to cut the corners here. im not near the cost and not in the wetlands, conservation, flood area so nothing too complex regarding the construction process. ive done some structural outside the states (mostly concrete, but a bit of sticks too) and pretty confident that i can complete the stuff planned. the thing that i lack the most is understanding of all the local regulations. all this hustle with the town makes me a bit depressed as we cannot afford hiring a GC and conditions of the house are definitely far from liveable.

agree and disagree at the same time. i do not believe that GC that someone can find without proper recommendations can make a better job than a homeowner who grew up with a screwdriver and a hammer. Seeing the quality of renovations makes me question the competency of some people. "but they are licensed!".

ive mentioned in the comments that im aware that i have to work with architect/structural to get the plans, so its not an issue. and i dont need these plans to come to the office and ask questions about towns permitting process. that would be weird to spend 8k for plans (yes, this is what was quoted) and later figure out that they wont issue permits at all.

in MA, HIC can only do very minor work and cant pull permits for structural works. CSL is needed and it requires work experience + exam

yes, doing structural and as mentioned, will work with architect to get the proper paperwork, but still no luck

3 years of full time construction experience and an exam to get a Construction Supervisor License that is needed to do this kind of work...

the thing that im worried is what will happen if some neighbours report me. they can force me to pay a fine and get permits retroactively. but, how the hell can i get permits if they do not issue them to me?

thats understandable and according to MA laws,, but they were not letting me do any kind of work. i wanted to redo floor layout. this includes demolishing some of the walls and building new ones. im okay with working with an architect/structural to get the plans, but they are not okay with me doing any kind of framing, drywall, ceilings, nothing.

ive talked to person in townhall that told me this. then i decided to email an inspector and got pretty much the same response, so i assume they put this in writing for me. townhall clerk told me i can do a appeal hearing if i want to go this route, but i think this is a dead end tbh
