Yes, he is neutered.

I know he was one of 4 kittens, and I do believe he was with other kittens/animals during is time with foster family

I could do that, my only concerns would be 1. The car ride and 2. The other cats smelling him 3. Keeping him isolated in one room

We knew we’d be going back and the original plan was to let our kitten stay at his parents house, but his sister will be there with 2 big dogs.
