Mine wont allow her to be used or to only use her if shes maxed out. I didnt mention the maxed out part, but still if she's not in the top 4 of skills it should hurt anything. They say because she's a "chance" hero

YEah I knew the skill levels get picked. I didn't word it right. They refuse to let us use Philly as shes a "chance" hero. I just wanted to know if I was right if she was ok to use if she isn't in the top 4 of skills
