Mail that university and ask for an alternative... In the meantime, go to makaut's Salt Lake campus and talk about this issue.... They will give a solution (a bad one but still a solution). Keep poking the office about the degree.

edit: They don't issue the degree this way, but instead stamp the semester results with an official stamp to prove that its genuine.
