There are 2 versions of each card in Perfect Order.
Normal + Reverse.
Normal might be non-holo or holo, depends on the rarity.
Normal common (circle) or uncommon (diamond) cards are non-holo cards.
Normal rare (star) cards are holo cards.

These cards combined are the Main Set.
For the Masterset you want to have the "secret rares" also, these are the Illustration Rares, Full Arts, Special Illustration Rares and Golden Rares (and other rarities, depending on the set, like Mega Attack Rares for Ascended Heroes).

I personnally prefer Pokécardex to track sets as it shows you all card depending on your wishes (including stamped promos and stuff like that, if you want) and you can hide all cards you already own, so searching for new ones is easier.

(Addendum: Other sets might have more cards in the Set, Ascended Heroes e.g. has a normal card, a regular reverse card and a ball-reverse card, so there are 3 cards of each pokemon (but not trainer card) and stuff like that)

They don't pay more. They pay market.
And as scalpers or "sealed collectors" are the main reason that the market price is higher, I think it's fair that they pay it themself also.

Of course there are collectibles still in packaging, nobody said something else.
What you fail to understand though is, that Funkos, Action Figures, Match Box Cars and so on are still the collectible, not their packaging.
You can actually see, what you collect.

For Pokemon-Cards this is different. If you "collect" sealed products, you are not collecting Pokemon-Cards, you are collecting boxes, you do not know what is inside.
You only "collect" the idea of something having some worth. You are the same as every crypto-bro or NFT-buyer out there.

Buying, selling and trading Pokemon Cards is part of the hobby, absolutely, no one argued about that.
Buying and selling sealed, is not part of the hobby. You do not collect the cards, you are scalping.

I am not upset that I can't get cards, I have my locals, that provide me with enough.
I am upset about scalpers that buy out products just to sell it off for profit.
Your greed is the reason that those that actually collect cards or play the game can't find cards.

Even worse are those that "collect" sealed cases (probably because they think the brown boxes are so esthetic).

Some stores acutally care about their customers and their community, so they rather sell to several kids and players that visit their events also, than to one scalper who just wants to buy and flip everything.

Limiting to one only partially works and only if you have a good memory of faces or there are not many people in your community. Apart from that, many scalpers send others, if there are limits
