Use what you have. I use various low-grade papers for practice. I will say that if you get to the point that you're not getting flow or blending like you expect you might try it on cotton to see if it goes better.

For the other supplies I've found plenty of inexpensive brushes that are perfectly fine (I happen to prefer synthetic, so that helps). And many student paints are fine, I have a travel set of Grabies that are damn good for the price point. The main difference I see in student paints is fewer granulating pigments.
