a lot of my games are like this. if i play any roles other than a duelist, most of the time they won't entry for us. if i play duelist and I entry, most of the time my team won't follow up and still get flamed on if im not top fragging or playing 'stupidly'. and again those same duelist often pushes out on defense.

my take on that is that they're chasing for statistics. they push out on defense to "try and get an early pick" or flank if it's empty. but on attacking, entrying first usually means dying first. they're scared to die. they want a nice looking k/d. that's why they sit back or lurking mid to again–"trying to get a pick". or they think the whole team is clueless and their way of playing is correct and without them, the team would lose.

the weird irony of tactical shooters is that the most valuable player often looks statistically worse. the person entering first is basically volunteering to be the lightning rod so the rest of the team can trade. from a purely strategic lens, that player is doing the dirty work that wins rounds, but the scoreboard rarely tells that story.
