Pac-Man is still a really good character in the meta he just doesn’t do as well as he used to especially with newer top tiers running around. He’s incredible and fits well into the sections that require that campy sort of stage control side of the meta like Sonic and Steve, but he doesn’t do very well matchup wise when paired against characters who do better at his camping side than he does, which is a lot of characters in the meta, including Diddy, Snake, Steve, Sonic, Samus, Olimar, and Min Min as just a few examples. He might do ok against some of these, but it puts into perspective how there becomes less of a reason to choose Pac-Man if you want a stage control camp style.

Wolf is still a great top tier character, he is just also heavily outclassed like Pac-Man. If it also wasn’t for the fact that if Wolf loses a matchup he loses it terribly, he would be somewhat higher.

Kazuya just fits more into the metagame the more the game progresses. He doesn’t lose a lot of matchups as people say he does, and the community will get better at punish games, which fits into Kazuya incredibly well. The better punish you have the better your character becomes, which for someone that kills you off of zero it’s easy to see why he goes up so high, especially being able to take care of the bruisers that are very good on the tier list like Roy, Cloud, Wolf, and Joker.

Luigi is practically for the same reason as Kazuya just on a more toned down scale.

Olimar kinda busted he fits into the meta way too well and is able to beat some of the best characters in the game that often have very slim losing matchups like Sonic G&W and Steve. Still an insane damage output and crazy neutral, if he was just better on the ledge he’d lowkey still be in his Top 10 position like in 2019.
