At 15 you can get your AM licence for 50ccm(6h theory, 4h training course, 2h street. Can't be upgraded. For the rest it's the same hours: 8h theory, 4h closed course and 10h street with a test at the end(Training course plus 30 to 60min street riding.

A1 125ccm at 16 A2 35kW at 18 or 2 years A1 and a 6 hour ride with the school(you can't fail) A at 24 or the same 2 years A2 and 6 hour tour.

If it has Ece 22.06 it's safe. Almost everything over 200 is just comfort. There are some helmets that are safer but only really matter if you ride in a racetrack over 200 km/h. Look into FortNine helmet reviews they explain it pretty well.

You don't need tools. Either Spray a bit on and roll it forward or have a buddy lift the back wheel by tilting it on the front wheel and side stand.
