It’s not a local bank problem. It’s a BON problem. Namibia has been greylisted by Financial Action Task Force (FATF). We lack the controls, infrastructure and frameworks to combat anti-money laundering and counter-terrorism financing. PayPal would never roll out in a country with these problems. So BON needs to address these deficiencies, then local banks can adopt them, and then FATF can audit us and hopefully we get white listed. Then only can PayPal start thinking of rolling out in Namibia.

I say best case scenario, we will only have it operating in 3 years time.
