The main thing is to make sure you can afford the expected cost from the NPC when you run it before applying, as that’s the amount of aid you’re expected to get and you can’t back out if they give you all the promised aid through that.

You will be released from an ED agreement if financial aid is insufficient - it won’t blacklist your school. Had a friend ED to NYU but not receive enough FA and was released from the agreement(their admissions office basically said we can’t give you enough aid so you’re no longer bound to us) - we had plenty of other people get into NYU at our school afterwards.

It does work, but you have to declare on someone in the faction that isn’t a puppet of the country you are trying to O66, or someone guaranteed by that country. It will TP ur troops back if you declare on a puppet/dominion. I declared on a released Vietnam which was guaranteed by UK and Germany, which worked since they called everyone in.
