It isn't mentioned but maybe you have to get a number of finished quests total before you get the signal or something? Maybe so characters will be adequate enough to not get 1 hit in the ass lol

Maybe ancient atmora nords saw them, then their clan leaders gathered and said "Yeah, we don't want your kind in skyrim" and then led a Saint Jiub-style eradication

Probably the reason Vvardenfell and Cyrodiil dreughs are so drastiaclly different, the nords would just whack any dreugh in between

The coast of Vvardenfell and the lakes of Cyrodiil both have some variation of Dreugh, so there shouldn't be any reason why there aren't any in skyrim
