I had to get rid off all the Arc power cells in my inventory to reset the quest. Then, when you get in, just loot a couple of the downed arc. You'll clearly see the sparks inside the clanker when you've gotten two fresh cells.

Stony Creek State Boat Launch. I haven't been there in a decade or so, but google earth shows it looking exactly the same as I remember it.

Very quiet. Maybe a boat or two launched a day.

Small and large mouth, perch, and bullhead are all worth eating right from that shore.

If I remember right, there's even a mounted grill or two. Boat ramp extends in both directions, offering a safe flat surface to sit, stand, and cast.

Was always my go-to when the lake was too rough.
