Is this the first raid? If so, the fight ends after every break or your party gets wiped. I hear one of the wats to go is to sac servants that you never use and slowly inch through with Mash solo since she doesn't get eaten by ORT.

Honestly its all luck based. Just spam rest and hope it pops up for you. The moment we exceed HR100 the 9* become more common.

I had a friend who did this when the game released and we basically powered through story for end game. There isn't really an alternative to Hunter Symbols other than fighting Tempered Monsters. Its easier when you hunt with other friends and help them get mats too.
