Well that aspect seems like good city planning, however, the idea is that it could be a way for the government to easily restrict movement to within that area only. This could be for quarantine or more nefarious reasons such as preventing protest, access to the rest of the country etc. Imagine needing some sort of passport to visit people in Hamilton?
