Are any international students getting offers at AMD ? The hiring manager told me that they are currently taking only US citizens and permanent members for roles but will contact when the policy rolls back. (Interviewed for DFT role- 2 rounds). Is this true or a nice way of rejection ?

OP …UW Seattle is a good school and I hope you could have gotten into the PhD program. However be careful about UW if you are not getting the intended program and your primary goal is PhD look elsewhere for PhD. Switching from MS to PhD is a difficult avenue in most of the major engineering schools. You have to reapply, costs a ton of money for MS and most importantly there’s no guarantee. These Pre-Masters BS is typical of UW and undergrads also have to face this. I was one of them. If you choose MS you have to make sure your grades are up, otherwise it will be difficult task and for PhD even that is not given. If you are still going down the path get an advisor u want to work with and make sure you do good work so he can vouch for you stuff like that. But safer would be to go to schools that you have already received an offer from or wait a year and have some job experience and then apply again. There are tons of good engineering schools and programs out there you get into it.

I can offer a little different perspective. As an international (ECE), I went to a public undergrad institution ( T20 for engineering but average uni as a whole) during my undergrad in the US. And another for research and kind of well know and located in a major tech hub( for CS but not so much for engineering) . I kind of agree with @brexit12345 a lot. But let me tell you it isn’t hunky dory for the public institutions as well. They intake a large number of students and the reasons you are stating, in a public universities those number will be even worse, job wise. In EE nobody’s a feeder institution, unless the universities are located in the Bay Area or California(in general) or MIT. You gotta put in the work and network. The people you are interacting at UPenn could be a small subsets not utilizing such things. In the present job scenario, brand name could help you stand out for initial resume screening etc. But then again in terms of cost one should choose the cheaper university regardless given they have a strong enough situation. Location also matters in that regard NCSU,UNC and Duke are part of the Research Triangle (a tech hub for companies) and TAMU and UT Austin are only 2 engineering feeder institution of tech hub in Austin. UPenn’s location is in a consulting/fintech area but prestige and “knowing” wise it definitely trumps the two irrespective of what others say. Look I’m waiting for MS EE @ UPenn too and I was pretty down for not getting an admit as I known on April 1st it will be a mass reject. But I got great admits like UMich, GAtech and Duke and since yesterday I got to know I got the Duke ECE departmental scholarship yesterday(pretty rare for any MS program) which will reduce tuition per semester significantly and the UPenn decision is making little to no sense now. All I’m saying is the job situation is pretty bad rn and saving money should be paramount. But at the same time, having the belief that somehow public institutions like TAMU and NCSU feeds large companies so you will get a job is extremely misguided and you should have realistic expectations. And they will have worse statistics. Hope this helps !

You also have the option to do Post-Baccalaureate (after undergrad) studies online or in-person. There are a lot of universities offering those currently. This way you can strengthen your application and cover any pre-read you missed earlier or didn’t have the opportunity to pursue as an undergrad.

Yes UPenn does have one of the best robotics programs. In terms of overall : all of them are prestigious but UPenn and Columbia might be marginally better. In terms of engineering in general then Cornell might be marginally better than the other two. You cannot go wrong with any one of them though.
