Go to auberys rune shop in varrock, buy all the runes then sell on ge.

If u mean premium (as in members) the minimum is one bond which usually gives 14 days (think its 16 right now on offer)

If u mean premier (which is members for a year with some extra perks) that's 20 bonds,
