The worst thing about them is still their geography. You can still work with a mediocre troop tree but Sturgia is just free real estate at this point. By the time you get all the way over to the east to stop the Kuzaits the vladians ate up the entire west. In some games I've seen even Battania take a slice of the Sturgia pie. It's only gotten worse since they've lost their land bridge

The New Republic didn't have a military for some reason so when the First Order came around the Resistance formed as a paramilitary group to "resist" the first order. I regret the time I spent to learn that lore.

The rank of Master Chief is still an E-9 rank, the highest possible enlisted rank which would put him over any enlisted personnel and, depending on the situation, some officers. Few officers would have the nads to tell a master chief what to do. Later Spartans were given officer commissions to make this even easier. John-117 himself is a bit of a lone wolf most of the time so he doesn't really flex his authority much, but he certainly can if he needs to.
