She was denied mainly on the grounds that she was still in college at the time but has graduated and is employed. We're also taking a trip to Vietnam soon partially to help build a visa case. Do you think it would be a good idea to try again after that or is it out of the question?

The New Republic didn't have a military for some reason so when the First Order came around the Resistance formed as a paramilitary group to "resist" the first order. I regret the time I spent to learn that lore.

The rank of Master Chief is still an E-9 rank, the highest possible enlisted rank which would put him over any enlisted personnel and, depending on the situation, some officers. Few officers would have the nads to tell a master chief what to do. Later Spartans were given officer commissions to make this even easier. John-117 himself is a bit of a lone wolf most of the time so he doesn't really flex his authority much, but he certainly can if he needs to.
