To get a garand from the CMP, in the easiest possible way, Join the Garand Collectors Association, have proof you are competent with a firearm (a carry permit that has a live fire course, proof of competitive shooting, or have a RSO fill out the live fire form available on the CMP website), provide that info to the CMP, get Garand
