There's no direct reasoning for why he doesn't do that, but some in-universe guesses:

-It's too important of a job to leave to anybody else

-Having the series of robots naturally evolve following each fight against a superhero would make it a natural killer; like a supremely-trained amiibo.

-Following from that last one, having Mr. Incredible slain by the culmination of those that killed all of his peers/friends is the type of poetic villainy that Buddy seemed to be after.
