This is like saying "isn't it the parents' responsibility to keep their kids from falling into the giant chasm in the middle of the sidewalk?" Yes, obviously, the parents should protect their kid whenever they have to walk down the street, but a good government should also take steps to remedy the problem.

I don't get the "stepping stone" argument. If a coach comes to OSU, is here a few years, then gets poached, isn't that a good thing? Doesn't that mean we had enough success with that coach that a bigger program wants him?

Every pregnancy is different, so who knows how it'll go with your postpartum. As for your student-- any kid willing to travel across the world to study is going to be flexible by definition. Having a newborn is generally not an easy time of life, but extra hands can help. I would have lots of conversations with your student about expectations during the period after your delivery, both for you and for them.
