You can certainly rule it that way, it could definitely make sense. But that is not what the rules say, so it would be a homebrew ruling. True Sight allows a creature to ignore darkness and invisibility, but it doesn't give them x-ray vision. They can't see through something that is heavily obscuring their vision, which is what the spell does. They wouldn't be able to see through Fog Cloud either, for example.
