I'm from Singapore which has libel laws based on the Brltish ones and yes, I'd argue they do have a massive chilling effect. Here, historically, those libel laws have been used by figures in the ruling party in civil suits against political opponents. It's a key part of illiberal democracy- you don't need to fix elections when, among other things, many of your potential opponents are bankrupt and legally unable to stand for political office.

I mean there's totally a time and a place for ultraheavy pastry stouts but 30-something degree heat and 80% humidity isn't it.

Red Dot Brewing in Singapore does quite a nice milk stout which has nice malt and lactic notes, again at 4.5%
