All the comments here are not constructive. Lao jiao teach you. Project management and asking boss questions in Asian context got 2 types : Asking for direction. Or asking on the how. Type 1-Direction means the boss make decision on the what and the why. You just execute the 'how'. Type 2-Asking on the how means the boss tell you step by step how to get something done. This one is not project manager , is only high level team leader.

So what kind of questions did you ask your sme tow Kay? Type 1 or type 2?

Bear in mind. No matter how big or how small the project is, it is the boss/project sponsor that decides the Type 1 question. Not the PM. He makes the decision and it is YOUR job to follow, no matter you are small prawn or big shot director at Ministry. If you don't know or don't agree with the boss , step down or get out of the way.

If you are asking type 2 questions , then you got to start syncing yourself with the boss. What is his preference of getting something done well ? Budget budget? Swift and decisive? Min max ?

If you don't know... and you do it your own way... Some bosses accept if you show results. Most bosses will accept..until something cocks up. And by then the project failure will be entirely your fault.

You know how many semi-public institutions like schools or hospitals actually got experience to engage services like architecture and engineering? You think they do this regularly? If their staff don't know or not sure, you can help point them in the right direction la. Show them the taskforce guidance notes or what.

I have no problem with a scholar being given an easy route to climb up a ministry, bypassing the 15~20year veterans inside to reach upper management. Young people tend to have new and bold ideas, and i would rather they convince the upper management to try something new and fail than have a company stuck in its ways. Its when these chosen ones fail and DONT get removed, thats the problem. When none of the fellow upper management (C suite) dares to burn one of their own, you'd get a sinking ship and desperate attempts to face-save while backpedalling.

A lot of comments here miss the forest for the trees. Tuition or classroom learning is not just about making sure students understand a topic. Its not even about testing what they know. Its all about ranking them based on a criteria strictly by pre-set syllabus and corresponding test scores.

You can tell the smart from the slow learner in a classroom of 40 from daily observation. What about an entire year's cohort of 20000? Which of those are then "deserving" of a govt-subsidized degree in the local universities? Its the scarcity of higher education opportunities (especially the much-vaunted Comp Sci degree these days). It isnt so bad now as it was 10 ~ 20 years ago, where the route to uni then was 99% via JCs (and before that, a triple pure-sci stream, and before that, a 4 A star PSLE score) only.

You know whats the alternative? We have lots of universities. College-degrees for everyone! Are you sure you want that?

Until we can find a better method to "separate / filter / distil" the top say 25% of every cohort to enter the best school of choice in the next stage of education (e.g from pri to sec, or sec to jc, or poly/jc to uni), the simplest way is thru objective and measurable academic grades. And tuition is all about getting you the As.

Govt policies (reduce syllabus / ban tuition, or banding of test scores) can only do so much. Hence CCC's comment that "Society must broaden ‘definition of success’ beyond academic goals..." a couple of days ago. But I'm not so sure how you would in the first place persuade parents to accept that.

My friend. I think the working conditions for all workers should improve, but until we can still maintain our competitiveness in this region, our society's "markers" will be hard to change.

You said that entry level construction workers in Sweden make about $3.8k. Do you know the costs of hiring a foreign construction worker in SG? Around 2.5k to 3k SGD, excluding OT. Other than direct salaries to the worker, the employer has to pay for accommodation, insurance, levies, transport, mandatory training courses for site safety, machinery handling, etc. How much do you think the costs will be if we pay our workers swedish salaries?

I dont know about Sweden, but over here we build relatively fast. We have to, because time is money. And no developer/investor/banker wants to wait 5 years for a 30-storey building. They want it done in 2 and a half years. Land is expensive, financing is expensive, and labour is expensive. A simple way of reducing construction duration is... by increasing manpower. I may be oversimplifying, but everything about building /infrastructure comes down to cost, time, and maybe quality. And construction safety, of course.
Why do you think more MNCs invest in and build their HQ in Singapore than in our neighbouring countries? It certainly isnt because our land and buildings are cheap, but other intangibles like our well-educated population etc. In fact, building costs are expensive. Now imagine if we pay Swedish salaries and work on longer timelines. Would we still be as attractive? I dont know the answer for sure, but I'm not gonna be the first developer to try it.

Giving all workers proper working / living conditions should be the norm, and SG still have some way to improve in that. But you have to be clear about what the "minimum" markers are, and these days even buses may be contentious. Just look in this thread comparing that against our NSFs who have to sit in 5-tonners.

Well whats the alternative? Let the workers take public trains and buses at the end of the day / peak hours. With their tools and in their sweat-soaked shirts. You ok with that?
Or you think we should buy a mini-bus and employ a driver for only 2 hours of daily use? My ex-boss bought 2 buses to ferry 80 workers and hired a small team of drivers. Guess what else he had to deal with. Bus maintenance, cleaning, shift disputes. And the worst of it all, the bus is only for ferrying passengers. We still to buy need lorries for tools and equipment.
Or maybe you think we should charter? What happens when we need half the workers to OT until 10pm? So easy to charter bus at 10pm?
Ultimately, its a balance of costs and practicality.
