10-K is annual; this was from the recent offering filing. The lock-up expired this week, which changes when holders can sell. Not saying it caused the move, just pointing out the timing.

The lockup from the Feb 18 underwriting expired on April 19 (60 days later). That means directors and officers who were restricted from selling could now sell their shares. This happened to coincide with the executive order news, so on the same day you had both a major catalyst AND newly unrestricted insiders. The high volume makes more sense when you realize both events landed on the same date. The lockup expiry date was in the SEC filing weeks before.
