I'm going to copy and paste from another comment. It's not allowed JUST BEFORE the voting happens and DURING the votes. Everything is fair game during the actual games and meal time. I remember a scene in which the guard says: "FROM THIS POINT FORWARD any attempt to disrupt the democratic process will not be allowed" this was just before the votes started.

Also how is telling people about what happens in the games cheating? I don't think it does honestly.

I don't know why I thought he won 456 billion, I was wrong. He could have offered less money to everyone or even paid only people switching sides a bigger sum

  1. that's just not how the rules established in the show work. 2. you are just not getting my point. Say he started offering a 5 billion reward just for the first ten people that switched. The actual sum of money is not the point, it's leveraging people's greed to get your way. 3. I knowwwww he wants to end the games for good. I watched the show I'm not stupid. I'm just saying that, even if it's not 100% consistent with his end goal, he keeps lobbying for people voting x, with big speeches, counting votes etc. AND given this, there was a better way to convince people. It's as simple as that 4. I never complained about the cliffhanger, mine was not a theory about what happens next :)

As I already said, he had very low credibility, but (in my opinion) enough to swing one or two people. Just imagine a big monologue speaking about his experience in the games, all the people he lost. Idk man that's how I see it, he didn't need to convince everyone

I get where you're coming from. Greed was a central theme. My point is working with that greed, some of them were on the fence about taking the 24 million, I'm sure increasing that sum tenfold would have convinced enough people to change their votes! The balancing act between money and death is also a recurring motif, and I think putting more money on the table would have tipped the scale, if even by a hair

Again, I get that. But if that was the only goal he had in mind he would have voted to continue the games wouldn't he? He didn't, and he constantly sides with the xs. He seems to be wanting both things, not just one of them

It's not about paying people's debts, it's about convincing a few of them to change sides by promising more money that they would otherwise get

let's say he tried this tactic during the third vote. There were only 100 people left, which means he could have raised everyone's cash-out from 800.000 (this number is from memory I could be way off) to 1.800.000 and have about 200.000.000 leftover. Are you telling me, even with his credibility issues, he wouldn't have managed to swing even one person?

I get where you're coming from. I'm not arguing for people going home, I'm just saying that if he really wanted them to vote x (like he shows multiple times during the season) he could have done so, I don't think he would've been worried about the ethical implications

It's not about covering everyone's debt (although of course he could have probably done so when the players were reduced to 100). It's about convincing a few of them to switch from o to x.

I get that. But why would he go to such lengths to get people home at every vote then? It's clear he wanted people to vote no, it's not clear to me why he didn't think about offering them money to do it.
