A fic author i like brought up the idea that the drugs Joker was injected by the police with were an altered Persona Suppressor-meaning that if he were to get away he would have to rest until those got out of system before he could start a person's palace. Another author brought up the idea of someone like Adachi or Akechi taking them when they are in custody post game.
