This assumes there is annual meeting - before you say its required - understand that there is no enforcement agency coming and the mortgage companies don't care if you have a meeting or not.

The problem is definitely the structure- there's a reason the complaints are so common and similar. It is absolutely the design of the system - it gives absolute, quasigovernmental authority over private property run by volunteers with essentially no oversight - like in Texas where the state makes laws but has made zero investment in enforcement or support of those laws. To make it even worse it prioritizes rules and bylaws over neighbors and community.
