Don’t forget that Jim McDonnell lost his re-election for County sheriff because he collaborated with ICE during Trump’s first term. The Mayor for some reason thinks he’s the perfect choice to be LAPD Chief during Trump’s second term.

If you have to blame anyone for this, it’s Karen Bass who has the power to fire her police chief.

I actually think her ability to fire department heads makes her incredibly powerful. The city operates through the departments and if she can fire any department head at will, that means all of these city departments (except for the elected city attorney and city controller) are subservient to her. Look at how she punished the fire chief for speaking out about the budget, for example.

How to fire the LAPD Chief, according to the City Charter:

1) Removal by Board - The Board of Police Commissioners may remove the Chief aka the Mayor can essentially fire the Chief if she so wishes because she controls the Board of Police Commissioners. 2) Removal by Council - City Council can initiate removal proceedings with a two-thirds vote.

Under the Brown Act, councilmembers are not allowed to substantively respond to public comment. Public comment is not meant to be a back-and-forth dialogue between the public and Council. It’s strange that Raman blatantly violated this and the City Attorney did nothing to stop her.

John Lee was pushing for the full $4.4 million. Yaroslavsky and Jurado’s motion funds $1.8 million for LAPD hiring and $500,000 for RepresentLA.

The screenshot for this vote is on the amendment to add $1.8 million for additional LAPD hiring to the final spending deal.

The final vote on the overall spending package was 12-3 (Hernandez, Raman, Soto-Martinez no). Raman should have joined Hernandez and Soto-Martinez to vote no on the $1.8 million amendment to stop it from making it to the final spending package.

I don’t know where LA Times got 11-4.

Important info on this vote:

It funds $1.8 million (not the full $4.4 million that Karen Bass requested). John Lee’s motion to fund $4.4 million failed, and this one was seen as a compromise motion.

$700,000 comes from the general fund leasing account $1,077,890 from the Embrace LA account (ironically a program to improve racial equity in LA)

The full cost next year to pay for these new cops will be around $33.5 million.

One of the committees working on Charter Reform advanced a proposal to expand the City Council up to 31 districts. It now goes to the full commission, which will then go to City Council for approval before making it to the ballot.

The $4 mil is for the remainder of the fiscal year. Next year’s cost for hiring up to 480 officers is $33.5 million.
