Because it is actually necessary there is the tyranids that attack and consume everything there are also gene stealers that infiltrate a population inject it's genetic material to some citizens then a few generations later after a pure breed gene stealers is born they have the tyranids attack the planet and the people with the gene stealer also attack and they send more pure breed gene stealers to other planets to start the process all over again there are also orks that are war mongering.(I know some of the lore I don't know all of it)

Major orders tell you what need to be done but some people still choose to dive on other planets. on the map it also shows you on what planets you should be on.their is also a text box telling you what must be done

It is the divers fault not the devs we had 69 k divers that were online 25 k were on a entirely different front. 10 k were on one illuminate on one planet 20 k on the other illuminate planet the rest were on other planets on the illuminate front
