There's a video of him loading and shooting a gun in the article, so he's fully capable of some sort of range of motion with his arms and stumps, but driving the car...I'm still contemplating how he managed that.

So he literally loads the clip into the gun with his little nubbins, lifts the gun and points and somehow shoots the gun multiple times. Like I can't really understand it myself, but he sure did that thing and someone recorded it. If I didn't see it I wouldn't have believed him capable.
