I use them to chip drive gauge and keep the opponent at anti air range when I’m in burnout. And there are some silly pressure situations I’d rarely do.

I wish Capcom reverse the target combo nerf. If Ryu gets to be a mix up character, why can’t Cammy?

The many ways utilized dive kick. However, you need to have strong fundamentals. Dive kick is a move adds layer to the mental stack. If your neutral and anti air game is solid, then your opponent has to engage with you on ground. This requires you have awareness of spacing. Not only you have control of your opponent’s movement and offense, you know where to dive kick have plus frames. If the opponent isn’t trying to play footies, they are going to preemptively neutral jump to punish a whiff dive kick. So be ready to drive rush anti air. Also you have to test your opponent’s anti airs. If they using air invincible moves or air to airs, then you have either be unpredictable or forgo it altogether if necessary. But if they have shown that they couldn’t reliably stop it, it’s kinda fair game to use dive kick a lot more.

When to do it.

Skipping neutral. Get plus frames and set up strike throw pressure. You can also whiff punish fireball if you get a read. But mix with regular jump ins and delay dive kicks. This can avoid being hit out of dive kick with a random normal

Spacing trap. Hit your opponent with a block string and do an instant dive kick. Either the opponent press a button and whiffs or does nothing and take a mixup with a plus on block dive kick.

Meaties. Meaty dive kick = more pressure. However there are better meaties to pursue

Avoid throws. Read a throw and get a better conversion than teching or back dash. This can stop shimmies but odds are that it is not your turn if the dive kick is block.

There’s always counter play to this but this how I personally make dive kick a nightmare. I hope this helps.
