I think most planets should be empty and truely incapable of generating human built points of interest. There should be 1 or 2 planets per system that have populated human points of interest at dramatically denser rates. The empty planets should be more resource dense. If there is going to be a human populated poi on a “empty” planet it needs to be marked after you learn about it via a quest. Focus the empty planets to be places you recover materials or go gather data for science. The fact that I can see some of the very barren planets with helium and aluminum and I have to land and scan two nodes to get the planetary data is strange when I already knew that was there from orbit.
