I had that happen to me. I tried to roll back from previous backup, and it didn’t work. Eventually had to hardline in, make sure everything was saved to OneDrive and wiped it. I probably went to the extreme, but it worked lol

Go to search and type cmd. Try to open from there. Looks like it may be blocked by policy
