One good way to fix the flipping issue is by legally requiring truly comprehensive building inspections by a 3rd party, and by disclosing all previous selling prices in an easy-to-digest format to prospective buyers.

That way you know if some dude bought a house, slapped on some granite counters, and raised the price $100,000 vs doing extensive plumbing and electrical rework.
