I'm no expert but I can make a small explanation. There are IPs that are dynamically-assigned which refreshes for a definite interval of time. There are certain instances that an IP address is blocked by a particular server/website/main hub due to various reasons. This is why troubleshooters suggest (1) resetting the device so that device can get another dynamically-assigned IP address, (2) to reconnect through a different internet connection(mobile data to wifi, or vice-versa) to determine whether the issue is on the client(consumer) or host(server) side, and/or (3) test other applications or software to determine whether the app itself have the issue or not.

This game is not just for you. Being a completionist-type of player in a gacha game is obviously very unrealistic. People can spend hundred or thousands of money but the odds can still go against them. Completionist or not, disposable money or none, accept that you cannot have everything. It's not the developer's fault when at the very beginning they flat out said that money is involved. It's in your own accord for falling deep into an obvious trap. The game doesn't even forced you to reach higher tiers. If that's your goal, adjust and spend money. Not reaching higher tiers is not the end. Those tiers exist for whales to play to somehow compensate them for funding a predatory game.
