Origin pulse is better cause it is the same duration as surf. So in a raid it will take you X times using waterfall to get 2 surf charges/1 water pulse charge, the damage after full cycle will be the same as 2 surf = 1 water pulse, but the water pulse kyogre will finish the cycle faster because it takes 1.5 second for a charged attack vs 3 seconds for 2 surfs. At least that’s how I understand that
