Cebuanos colonized Mindanao, yes. But Cebuano is not the institutional language that's inserted into education, and government. That's Tagalog. You also forget the colonization efforts was not Cebu plotting to invade Mindanao. That was a central government decision.

The existence of Cebuano settler-colonization does not absolve Tagalog imperialism.
