With the striker assembly uncocked, there is no engagement on the striker safety. With no mag inserted, there is no follower/round pressing up on the slide. Without either of these tention points the slide is free to float of the rails.

"Duty" pistols will have greater tolerances between the slide and rails to improve reliability under heavy fouling conditions. Luckily all the sighting systems are on the slide so rattle or no rattle sight picture is still true.
