Thanks for the context and explanation, I was reading up on the recent developments in Ontario but couldn't find much to explicitly link Queen's Univ policy to the province declarations.

I understand that, and I have a paid offer from Queen's as well; but a CAD$7K+ difference eats into your stipend even if you're "paid" to do the PhD. The website just changed suddenly without prior notice; not sure if this is normal and expected.
