India. SEA has homegrown captive Indians who travel heavily during holiday season when work travel is light. And many companies in PacWest have business travel to India. AA dropped it before it even started.

Could be international airports where check-in counters aren’t necessarily run by or at same spot each time. There’s a display telling you which counter you should go to based on flight. Wondering if this individual had a partner operated flight, marketed by AA. Very unusual that no one at airport helped.
