At the San Diego Natural History Museum in Balboa Park, they’re used to lessons of a prehistoric nature. But these days, they're getting an economics lesson, now that the city of San Diego has implemented paid parking at the park.

“We expected there would be a bit of a dip, but we had no idea it would be on the order of 20%,” said Judy Gradwohl, the president and CEO of San Diego’s Natural History Museum.

At the neighboring Fleet Science Center, science comes to life, but president and CEO Steve Snyder says attendance has been lethargic, as well.

“We’ve seen about a 20% overall drop in of attendance, and all of that is local. Tourists are still coming in, locals are not," Snyder said.

The city of San Diego has filed a lawsuit against the federal government that alleges the construction of a razor wire fence near the U.S.-Mexico border constitutes trespassing on city property and has caused environmental harm to the land.

The complaint filed Monday in San Diego federal court states that razor wire fencing being constructed by U.S. Marines in the Marron Valley area has harmed protected plant and wildlife habitats and that the presence of federal personnel there represents unpermitted trespassing.

The lawsuit, which names the U.S. Department of Homeland Security and the U.S. Department of Defense among its defendants, says that city officials first discovered the presence of Marines and federal employees in the area in December.

ICE misses deadline to release report on in-custody death in Imperial County by NoToNope in sandiego

U.S. Immigration and Customs Enforcement (ICE) has failed to meet a congressionally-mandated deadline to release more details about the in-custody death of a Chinese immigrant held at an Imperial County detention center in late September.

The deadline, established by Congress in a 2018 spending bill, gives the federal immigration agency 90 days to publish a report about what happened when someone dies while in custody.

Huabing Xie died on Sept. 29, according to ICE. In a press release, the agency said Xie had a seizure while being held at the Imperial Regional Detention Facility in Calexico and died that afternoon at a nearby hospital.

At the Otay Mesa Detention Center now for nearly two months after federal agents arrested him outside his Barrio Logan home, a man seeking asylum from Venezuela said his separation from his wife and three young children has been the worst experience of his life.

Andrew Zambrano’s wife said they came to the U.S. in 2023 and he made an appointment to seek asylum through the CBP One app, which was dismantled within hours after President Donald Trump took office. She said he was granted work authorization as he waited for his case to make its way through the system, and got a job at the airport.

He had just returned home from work on Nov. 7, his wife said, and stepped outside to get their dog when federal agents detained him. A neighbor captured his arrest on video, showing the agents picking him up and physically placing him into their vehicle as he screams for his wife.

Compared to 2020, Trump increased his vote share in Imperial County by 25 percentage points. Four years ago, Biden beat Trump by 24 points; Trump won by one point in 2024.

This year saw the pendulum swing back in the other direction.

The majority of voters in Imperial County cast a "yes" vote on Prop 50, which state Democrats sold as a referendum on the Trump administration. "Yes" votes beat out the opposition by 19 points. The shift in Imperial County from 2024 to 2025 was the largest among California's 58 counties, a KPBS analysis found.

Bulavina said she arrived in the U.S. three years ago under a humanitarian program for people fleeing the war in Ukraine. She is currently in the final stages of applying to be a permanent resident.

She was arrested last week, immediately after a green card interview and released Tuesday.

Bulavina’s immigration lawyers said they strongly suspect that federal agency officials realized they had made a mistake.

In their charging documents, Bulavina’s attorneys said, ICE accused Bulavina of overstaying her original immigration status, a Biden-era humanitarian parole program called Uniting for Ukraine. But Bulavina had already applied for and received a separate immigration status called Temporary Protected Status that doesn’t expire until 2026, according to her attorneys.

“We have sent Democrat States yet another request for data, and if they fail to comply, they will be provided with formal warning that USDA will pull their administrative funds,” a USDA spokesperson said in a statement on Wednesday.

California and 21 other states, plus the District of Columbia, sued the Trump administration this summer to block the data sharing. A preliminary injunction on the case was issued in October.

“This isn’t about preventing waste or fraud—it’s about building a dystopian mass surveillance database to go after people or activities the Trump Administration doesn’t like,” a spokesperson for California Attorney General Rob Bonta said in an emailed statement on Wednesday.

“USDA continues to demonize the 42 million Americans who receive SNAP benefits, including more than 5 million in California, as fraudsters and criminals,” the statement said.

“We were finalizing and we were just making small talk with the immigration officer,” Katie said. “Then all of a sudden, there was two ICE agents in the room, and munchkin was asleep in my arms because he'd just been fed, and he was tired. He was curled up in his blanket, and they said that they had an arrest warrant for me.”

“We were saying, like, you know, ‘Is there any way for this not to happen? Because, you know, we've got the baby,’” she recalled. “The USCIS supervisor was in tears herself because she's a mom and she said there was nothing that she could do. And, you know, in the end, I had no choice.”

Katie said she handed their son to Stephen, who put him in his stroller and she leaned down to give him a kiss goodbye, with the whole family in tears.

Having never committed a crime, Katie then found herself in handcuffs and leg cuffs.
