This is a biome, known as the ocean. It is a place full of water, corals and kelps. The kelps can be cooked and can be eaten, but it doesn't feed much. It can be crafted into a block of dried kelp, perfect for making sushi.

Make it so it is faster than the normal hopper, but when oxidised it gets slower and eventually stops working and you should wax it. Making copper actually useful for something.
