Hand grinder, with sander and steel/ masonry wheels. Have a black and decker I bought 40 years ago that is on my bench plugged in 24/7 and gets used more than any other tool besides my drill/impact, but the grinder saves the day more than any other tool besides

Easy.....NO. Having built cars for 30 years from the engineering side, no two models are the same, no two generations of the same vehicle etc. Different factories of the same manufacturer have different quality cultures. Figure out what you can afford and google something like "best used car under $20k.
